13. Low skilled exclusion and employment rates - Chart 13
The relationship between low skilled exclusion and employment rates shows the connection between the labour market characteristics and model of development of the countries on the one hand, and pattern of exclusion on the other. Looking at AIRMULP countries, we find the highest exclusion rate and the lowest employment rate of low skilled people in Poland. In Italy and Spain low skilled employment rate is higher than the EU-28 average and exclusion rate is below the EU-28 level. In these countries, indeed, employment rate of low skilled persons is quite high, like in the UK. Sweden and France, conversely, are closer to the EU-28 average. In these countries low skilled face much more difficulties in the labour market than highly skilled persons.
